Driving in Azerbaijan as a Foreigner: Rules, Licences & Safety
Azerbaijan welcomes millions of visitors each year, and driving as a foreigner is straightforward when you understand local rules. Renting a car in Baku is popular among tourists from the Gulf, Turkey, Russia, Europe, and India exploring beyond the capital.
Can tourists drive with a foreign licence?
Yes — holders of valid national licences from most countries may drive tourist rental cars. Licences in Latin script (EU, UK, US, UAE, Saudi Arabia, etc.) are widely accepted. If your licence is in another script, carry an International Driving Permit (IDP) alongside your original licence.
Key road rules
- Drive on the right side of the road.
- Speed limits: typically 60 km/h in cities, 90 km/h on highways, lower in villages.
- Seat belts are mandatory for all occupants.
- Zero tolerance for drink-driving — penalties are severe.
- Headlights must be on day and night on many highways.
Police checks and documents
Keep your passport, rental agreement, and driving licence accessible. Rental cars from licensed companies like Prestige include insurance documents and registration. Calm, polite cooperation is standard during routine checks.
Tolls and fuel
Some newer highways use electronic toll (AVIS) systems. Ask your rental provider how tolls are handled. Petrol and diesel are widely available; premium fuel is sold at major stations in Baku and along the M4 corridor.
Winter and mountain driving
Mountain routes to Gabala, Lahij, and Shahdag can see snow and ice from December to March. Request winter tyres or an SUV when booking. Prestige includes full KASKO insurance — still drive cautiously on unpaved or icy sections.
